云计算、IDC、网络安全和业务连续性已从相邻专业演变为同一运营系统。企业若继续按产品、部门或项目分别治理，将在资产识别、责任划分、事件响应和恢复验证之间留下断点。本文提出治理、架构、控制、运营、度量五层框架，以业务服务为主线，将身份、网络、数据、工作负载、应用接口、DDoS与WAF联动、资源调度、可观测性、事件响应和灾难恢复纳入可验证闭环。Cloud computing, IDC, cybersecurity and business continuity have evolved from adjacent disciplines into a unified operational system. If enterprises continue to conduct governance separately by product, department or project, gaps will emerge in asset identification, responsibility allocation, incident response and recovery validation. This paper proposes a five-layer framework consisting of governance, architecture, control, operations and metrics. Centered on business services, it brings identity, network, data, workloads, application interfaces, DDoS and WAF linkage, resource scheduling, observability, incident response and disaster recovery into a verifiable closed loop.
